Drain tile (which is basically a black pipe with holes in it) should be installed around the outside of the foundation and go in under the basement floor to the sump.

Like most things in life, it's not black a white, gurus/coaches can be both incredible and horrible. 

This is not an exact picture, but as you see in the picture the outlet (pressure side) of the system is white PVC (plastic) pipe and not black ABS (plastic) pipe.It appears that the existing tank you have is plastic and not too large.

My logic tells me it would be the lower property owner who would be responsible for having retaining wall, but black letter law, or case law may be different- I don't know???

The states that do this will have it in black and white.

Blacking out just enough so that the exact property can't be looked up.

I'm going to try and take this conversation from black 7 white, into "Technicolor" and see if vision in this full spectrum doesn't help reframe some mindsets.
