I looked up the union city tenant law chapter 334, rent stabilization as well as all the posts in BP, but it was not clear about above questions where as other cities have more clear cut guidelines.

Try to check out the local  or State chapters of the National Apartment Association.  

My light reading included ORS Chapters 311 and 312 which discuss Oregon tax liens.

There are many ways to reach these homeowners and most of the time the are very grateful to you for providing them a way to move to the next chapter.  

If you are going to do buy and hold properties, learn your state laws (in Florida chapter 83).

In terms of IBC 2012  egress is covered in chapter 10 part 1029  Emergency Escape and Rescue.
