In regards to utility savers, I have heard of putting a plastic soda bottle (filled with water) to take up space in the tank and it would save a liter of water per flush.

Then use a very good quality one coat/primer paint to finish with.If this happens again use WD40 and baking soda to get the crayon out then prime/ paint if needed.
