I know for DSCR financing, most lenders either can't touch properties that appraise as rural, or can do so only at conservative leverage (65% LTV and below). 

From how you describe your situation, I don't think you'd qualify for the construction loan, they are very conservative on their underwriting.  

Besides BAKERSFIELD is a very conservative city and they hate, a big word I know, outside investors.
