In order to sell or refinance the home, you will have to pay off the amount owed to the program.People are led to believe they can write off the cost of your payments [principal + interest] on your taxes because they attach the debt to the property tax collected on your home.

What happens if during an upset sale you win the property with a bid of $100,000 and it has a $300,000 mortgage attached.  

A may be wrong but I don't see how you can get a clear title on either of the properties with mortgages attached.

the inspection was easy but indicated I needed to add screws to the condenser to attach to platform (seems reasonable and no idea why contractor did not do it, he also trusted me to do it as no reinspection and all signed off), but more than a year to get the permit opened.

Having trouble analyzing this deal as there are so many variables and I do not have the experiencing analyzing deals to make me feel comfortable taking the risk.Purchase price of the land would be $250,000 not including closing cost or fees, and construction for a new 3/2 home with an attached 1/1 ADU is estimated to cost around $300,000 - $400,000 finished.

And make sure that all items necessary for you to get the best rate possible from your carrier (like 4 point inspections, roof attachment points, pool enclosures etc) are present or available.One nasty little factor that can't be helped is that every time you buy a property for more than than last owner paid - you will have a tax bump due to re-assessment.
