Perhaps you could appeal to his laziness.If you must re-key, My mobile locksmith guy charges $60 to come rekey and about $2.50 per key.

Study your state's L/T laws, and speak with an attorney.If you don't know how to pick or drill out locks, get a locksmith to accompany you when you have to get the constable there to throw the tenant out on the street.

give proper notice to enter according to local laws. show up with locksmith or drill through locks and install new ones. if place is empty, follow your local laws surrounding abandoned units. if unit is not empty, leave a notice that locks have been changed due to lease violation, and they need to contact you to get a new copy of the key.cost of locksmith or new lockset is charged to tenant.
