Pretty much everywhere (at least around here) the process goes something like this: inspectors and permit people need to justify their jobs, so they make the process more difficult than it already is, with added BS that doesn't pass muster with any standard like the IBC or NFPA, the City Council says "Well, they're the experts" and acquiesce, eventually enough contractors start screaming at council members, who direct staff to make changes, who make the 10 page permit process a 9 page process and call it a successful reform 🙄 .
