There are so many rentals in the area, probably on shared wells, so those people have either decided the STR use is okay or they are comfortable risking it.My intuition is that any actual disagreement over water usage could be handled with the other owner; but the risk would be if the other owner just doesn't like the STR and wants to use the well agreement as a reason to demand it be shut down.Any advice would be greatly appreciated!

Im glad my intuition was correct, sucks for the people that got scammed by him but just like buying a property we as investors must do our due diligence on the people in which choose to work with as well.

it works. yes this method is counter intuitive so most think it is scam. i got a heloc earlier this yr and working to pay my mortgage off faster basically you use heloc as your daily checking and no savings account. you just need to understand 3 concepts. interest earned vs saved vs paid. listen to this it will start making sense. https://www.listenmoneymatters.com/how-to-actually-save-thousands-on-your-mortgage/

Many make the mistake of focusing solely on the acquisition and think that is the key to success but the post-acquisition part of being an investor is equally as important and it is NOT intuitive, especially in Philly.

Plus, Zillow, Rentler and the other real estate platforms tend to have all sorts of unnecessary hoops to jump through for landlords, and I find a lot of their design very un-intuitive (I remember spending waaayyy too much time just trying to figure out simple things in Rentler). ...why can't they make it easier?

My recommendation is to first learn in detail how the foreclosure process works in your state then you may be able to intuit how lenders strategize selling the properties.
