@Robert Wiltshire sounds like the current owner is a bit eccentric and reckless, it may take time to fill the park also, set the space rent to what others in the area are charging to remain competitive when you decide to sell the mobile homes, you might even be able to get yourself an almost paid off park if you are able to sell off all of the mobile homes which are depreciating anyway.

His thought process seems eccentric to me, but whatever works!
