The Ethics Committee shall within ten (10) days commence an investigation of all complaints or reports received, unless the complaint or report appears, on its face, to be frivolous or without merit, in which case the Ethics Committee may dismiss the complaint or report without having formally reviewed the same.

After 10 days they must commence a lease and start paying rent to hold the property.

agreed you cant have 15k deals and ONE default that is simply not possible. people die  people get up set they lose jobs all sorts of events that cause payments to be missed and foreclosures to commence

You don’t know what you don’t know and repairs for structural can easily double once the work commences

This means that landlords are not permitted to commence evictions during the moratorium period.
