@Chris Seveney You are correct, taking the time to post to Better Business Bureau will result in nothing but possibly feeling a bit better (I say that seriously because of how human behavior works). 

However, a lot of concerns can be mitigated with looking at their past rental behavior in a lot of different settings.

Low cost housing is a huge motivator to change behavior and keep their housing voucher.
