In my devious mind, I thinking like you that I hire a parking attendant, install gates and charge an entrance fee if I bought it. 

If you have two gates which requries two police officers then they need a supervisor.

My sister used to live in a gated townhome community in Midtown, in Atlanta, and I would guess there were likely 150 townhomes in that community.
