well I guess the question is whether a contractor requires the inspection of an inspector to provide you with a close estimate to the repairs the property needs unlike say when you go to a mechanic for your car who will charge you for the diagnostic, usually an hour's worth rather than referring you to an 'automotive diagnostitician'.

You may need to unplug and take apart the dryer (or have somebody do that) to find it.One good diagnostic is to run the dryer on "fluff/air" - no heat - to see if you still get the smell.

If you paid a $79.99 diagnostic charge and gave it to your landlord stating there is a Freon issue, you may find that they do something for you by going back to the person who did it (But if you didn't make a complaint they will most likely tell you that you ate the fee because it's their house).
