Not enough info here to know if this is actually questionable behavior...

When these programs run the way they're supposed to, with reasonable and fair inspections, and tenants being held accountable for their behavior, they are a wonderful thing.

That will likely result in an extended timeline until consumer behaviors have normalized.

I think wholesaling is rife with unethical behavior, but that doesn't imply that all wholesalers are bad. 

She is happy to point out all of the text messages and emails about writing up a 12-month lease, but she is conveniently forgetting all of the communication about the multiple lease violations and being reminded that she is risking being evicted if she continues her behavior.

Brokers already don't have that great a rep without condoning behavior by looking the other way.

My point is that, I've seen this behavior from Realtor but I've Never seen this type of behavior from Wholesalers... and so I questioned, WHY? 

You could have a bad experience having a rental in San Francisco but you could also have a good experience having a rental in Indiana.As I'm a landlord in both Bay Area and Indiana (OOS), I can say your experience mostly will not be dependent on the market but merely on the condition of the house and the behavior of the tenant.

If the tenant had continued the inappropriate behavior I could have started the eviction process which only takes about five weeks.

The best predictor of future behavior is past behavior.
