Let's see if we can get some of the legal eagles, @Jerel Ehlert & @Jamie Jatzlau to chime in with a better interpretation of the statute from their perspective.  

Sometime you will find pennies (not motivated) and silver (lease options) but every now and then you will find the gold.

I just started a nice lease option in the Foxhall neighborhood of Anchorage on Monday and have another upcoming in Eagle River with others in the pipeline.

Also, the city has overbuilt in the recent years in some areas and you start see rent price declines, longer vacancies, and rent concessions.Areas that I am familiar with with potential and that check some of your points may be Shenandoah, Silver Estates, Coral Way, East Little Havana.

@Marelyn Valdes - I know this thread is a bit old/stale, but can you tell me why you choose not to invest in Silver Springs Shores and/or Marian Oaks?
