If they say, $35k to $40k, assume $40k and maybe add on another $5k (or 10% if that is greater) for margin.  

My friend has a yacht charter business, not unlike a vacation rental, and one of the add-on amenities is a jet ski package...everything requires multiple release of liability forms, instructions and operations procedures lists, emergency procedures list, he has multiple business specific insurance, along with requiring customer purchase of insurance too and LLC structured for minimum liability exposure.

I guess my debate is how much better is insulation then 5/8th dry wall - as it will be quite a bit more costly to rip out the existing ceiling and purchase the insulation than it would be to add on top of the existing ceiling.  

You said the purchase was $225k and rehab will be $175k and ARV once you add on the second story will be $525k.
