Every tenant must always be screened as a standalone applicant.You scr*wed yourself by implying that you would accept this applicant as a tenant.Tell your tenant that when his friend has a minimum 2 years work history, with the same employer, and a income 3X the full rent you will be happy to screen him as a potential tenant.

I was most hung up on the fact that one MLO said 24 months rental history requirement is Fannie Mae requirement (implying that the national bank would also follow the same rule).

The numbers you are throwing around seem to imply you want to buy & hold rentals...everyone has their opinion of the "best" type of property, and my personal preference for hitting the numbers you're targeting would be a multifamily property.
