I too will be starting an RE investment carrier there in the tri-city areas.

Many companies offer unoccupied/vacant dwelling policies, but there are a far less superior product compared to a "flipper-specific policy" NREI as suggested by Richard is a common carrier, but there are a few others that tend to be a better product at a better price.  

Then get small toolbags or 5 gallen bucket carriers for related items like door installation kit stuff, plumbing and electrical pieces and parts.

Many carriers that cover apartment buildings will not do the rooming houses. 

Talking to local mail carriers and offering them $500 for every closed lead they give you, so have them keep an eye out for properties that are in disrepair or if they know anyone selling.

But at this point in your investing carrier, you would definitely want to get a CPA's help. 

If the PM is an Additional Insured, they can then submit that claim directly to your insurance carrier without running the claim through their insurance carrier first. 

You will want to use an independent insurance brokerage who can access multiple carriers to provide a tailored package quote.
