...apparently, the gas stove was stolen, and the seller did not want to deal with a but pipe and potential gas leak, so they are refusing to turn it on.

When a heat pump can't keep up with the outside temperature and using a fireplace or wood stove is not an option, I usually use infrared space heaters that have a thermostat.
