Never has there been any penalty whatsoever from the IRS.The reason the IRS prohibits the provision of goods or services by a disqualified party to an IRA is as a means to insure that someone is not adding value to the account and therefore bypassing the IRS contribution limits and/or placing a hidden multiplier on the tax-sheltering of the account. 

Even a few bugs can rapidly multiply to create a major infestation.

They seem to be taking the public tax records and multiplying by a factor.
