Use an orbital Palm sander around it and then apply  a coat or two of the matching urethane.  

For years I have seen people call a property a "turnkey" when all it has is a fresh coat of paint on the walls.

Usually, the thicker the wear layer, the more expensive it is.

Put in a prefinished oak handrail or buy one and put a few coats of polyurethane on it.
