They aren't very forthcoming about which is which, but you can look at where the land bank chooses to list houses for sale rather than knock them down, plus where DPS has put money into school buildings, and get a pretty good idea.So at the very least, can we agree that anyone considering buying in Detroit should confine themselves to those areas?
