The property is owned by the father who is now elderly and living with his son.

An elderly man owns it and he previously had a duplex on it that burnt down.

About three weeks later, I went by to tape the door again but there was an elderly Hispanic lady working in the yard.

The reason for the high vacancy is because the owners have decided that they only want to lease units to elderly people that's not depending on any sort of government program to pay their rent. i.e.

Some people say they wouldn't rent the house without it, others don't care (I put it in for a tenant I knew who was elderly, now I'm glad I did) andy

I had to lecture the tenants of one house where three elderly ladies live.
