The City Council there just passed policies allowing legal second suites, albeit with gross floor area restrictions, it was the fastest growing municipality in Ontario from 2006-2011 (~20% growth) according to the 2011 census, and the province just announced last week a LRT connecting downtown to Mississauga and Brampton.

We currently have three properties here in Seattle and are looking for more, but want to get a good tax professional on our side so we can stop filing ourselves, and some legal council as we are strongly considering establishing an LLC (as all three properties are currently in my wife and my own name).Cheers, thanks for the referrals!

I've been told that the 2012 - 2016 lien is with the Mayor's office and City Council and that I could purchase the lien from them.

Their legal council in the State of Michigan is advising that, I'm betting...

The town council is extremely conservative in granting permission to add businesses, restaurants, and the like. 

You want city council to approve a variance request, it's all at there choosing. 

I personally would not go through until I had independent verified council of my choosing regarding this issue.

The only thing that would stop me right now from considering another property in SP in my hunt to replace my recently sold duplex is the hostile regulatory environment and extreme progresssive politics currently in full force in Seattle city council.
