Under such conditions, you want the effort and expense of the value add to produce as much added value as possible and this virtually always will occur in the high cost market. 

Be a good communicator and responsive to tenant's reasonable requests.

Just make sure whomever you work with is halfway competent and communicates well, the latter is the most important.

There are not a lot that will do it without an appraisal or BPO Kiavi does a virtual inspection.

Communication is key

I've found that having a good team of people who trust each other, stay in their lanes, and communicate are the biggest reasons we have succeeded.

A certified letter is good because they sign for it, acknowledging receipt, any other forms of written communication you can get to document that they were notified of the hazard probably also helps.
