Keep that mentality as you think this over. 

Replicating my experience with “sewer gas” could be a stretch BUT 10 years ago in my apartment building there was a mentally ill person who alway smelled sewer gas when no one else could smell it.

One of the tenants appears mentally ill and another has anger issues.   

The one thing to be careful of here is HUD often lists "a physician, psychiatrist, social worker, or other mental health professional" as the people who can prescribe.

If it's a golden piece of real estate like you said it is and you guys are all motivated, mentally and physically capable, I would keep this golden goose egg all to yourself.

Assuming what you've posted is true, this person is seriously mentally unstable.

That's what those under-educated so-called financial expert fools advising HUD gravely FAILED IN THEIR LACK OF INTELLIGENCE TO FIGURE OUT BEFORE CREATING THIS brow-beating, emotionally-destructive, mentally painful, soul despairing REVERSE MORTGAGE INDUSTRY!
