To start you need the concept, once you're in you begin educating yourself more into which avenue you'd like to tackle based on the type of person you are.

If you don't care how it looks you could put it in conduit and surface mount the conduit and paint it to match the wall color.I would get someone to tackle this immediately and communicate with your tenants so they know you are working on the problem.I would make sure your heat is handled first if this is affected.Then work on any other 240VAC circuits such as dryers, stoves and hot water heaters if applicable.Then get the lights last.I would try and do this without moving tenants out.I just had a 2 story house rewired and it took a week but they worked around the one guy that was living there and he was very understanding of the situation.

We are on a shoestring right now, we have spent all of the money we are able to on necessary upgrades and furnishings etc, and given the tax/insurance/electric/gas/cable and wifi bills that are going to be due on the regular there isn't time or money to upgrade kitchen or furnishings, we were hoping that maybe we could accrue enough of a surplus that come spring we might tackle a kitchen reno or other such projects, but at this point I am not holding my breath.I will look at our prices compared to other similar properties, I had been under the impression that we were priced lower, however it seems I am mistaken given the feedback here.
