Also, I made sure it had a two stall garage and and fenced in back yard.In my limited experience it seems like more people than not have pets and having a fenced in yard is a must for them when looking for rental properties so something to keep in consideration.

I would bring the current owner with me and have a face to face talk with the building officials and get it straight from the horses mounth with the current owner being aware.

I do understand how a lack of tenants can stall the deal however.Feel free to do the numbers yourself, but I asked a few of my mentors and the consensus is its a cold market or a greedy one.
