I don't know, this market feels effectively frozen right now and I think its going to be painful for those who need consistent income outside of rental cashflow from the local real estate market. 

I had a not-so-great start to the new year - frozen pipes and flooding at one apartment complex, and a fire in another building.As I was fumbling through what to do with the aftermath of the fire, it got me thinking that I cannot be the only one out there who doesn't really know what all I am supposed to do in these unfortunate situations.  

Ive heard of horror stories where foreclosure homes were not winterized and a realtor goes to show it with broken water lines in the kitchen leading to a frozen waterfall effect and all the mold and destruction that ensued. 

When the truck arrived with the frozen turkeys, they would be handed out and employees who didn't have cars to take them to would stash them where they could until quitting time.  

Many operators have frozen distributions as they learn to deal with higher interest rates and operating costs. 

Hopefully a frozen pipe wont have caused too much water damage, your insurance carrier could look at a frozen pipe and deem it as neglect or lack of maintenance as water lines shouldn't freeze if properly  taken care of and thus not pay anything as far as remediation goes

Try help him finish the project (with the city) - the currently frozen half way done state does not help anyone.
