The total cost for this monthly for me is $1.00 fee for online payment for Sevier County, TN and the .73 cent stamp for Blount County, TN.

The meters are rented and the monthly fee ($7.50) can be charged to the tenant on their statement. 

If so, any one have experience doing so in a way that does not accumulate a lot of transfer fees?

Maintenance and admins fees are high.

It's much easier to unwind a fee for service relationship than it is a partnership.  

Great hosts will be good neighbors, will contribute to local tourism and will pay their taxes and permit fees* A major area to improve on the proposal is the 1 hour time-limit for resolving complaints.

The issue I see most is the cashflow gets crushed by HOA fees and the added headaches of having them tweaking rules etc. 

@Loren Souers I'd have to run the specific scenarios with the rates and fees, but if you're OK with paying the higher closing costs, the Mortgage 1 deal looks good, particularly if you focus on CoC returns.

I have already spent quite a bit on attorney's fees myself.
