Very difficult to see in the pictures what has been built in a month.

So, I've got a difficult tenant.The main point is that he hasn't paid rent since September. 

We don't cover that area, but know that due to lower population density, finding a great PMC is difficult.

@Chris Kay finding a quality, cost-effective contractor is extremely difficult:(There are thousands of contractors that are great talkers, but rarely perform within budget.Standard bait & switch is to lowball a bid, then once they get started all sorts of things "pop up" that somehow their bid didn't cover.

That's unusual and it would be very difficult to find a passive investment like that.Also direct control means I know exactly what's going on.

I think it's one of the most underrated ways to create value right now, especially considering California's difficult development landscape. 

typically it's much more difficult or even impossible to wholesale something that is in retail condition / for which the owner wants a retail price. 

The California government will deal with the damage the same way all governments do , they will find a way to raise taxes or get the Feds to pay for it ( that will be difficult with the new administration ) Here is what I find ironic , California has C.A.R.B. to pass regulations on vehicle emissions .
