I'm an experienced builder and developer looking to network with other developers, investors, and syndicators. 

Where I differ with most of the posters on this thread is that I feel solutions can be developed to address the problems and something similar to what the OP suggests would be viable. 

That gets worse as you get farther out of the cityTLDR: values depreciate, inflation has gone basically nowhere in Japan for a long time, the supply of housing is pretty good compared to demand (unlike the US) and that's because of flexibility with rezoning and development, taxes on rental income are high. 

We’re developers managing our own portfolio and don’t have any outside investors.

The macroeconomics are on fire here with population growth, job growth, and companies developing and building here.

The economy is stable—no wild bubbles or busts—and the city is attracting major investments.Elon Musk recently built the world’s largest supercomputer in South Memphis, Ford is investing $5 billion into a state-of-the-art truck plant to the east, and the Medical District is booming with healthcare innovation and development.

The deal fell through because I couldn't line up the financing during COVID......God/Universe has a way of looking out for us...As investors, a crucial skill we develop is to take our emotions out of the situation/deal, but that is hard when we have invested a lot of time and money into a deal. 

Is there a local developer/builder who might be interested in the whole package?

If this is your 5th deal you should have already developed a banking relationship with a commercial banker.
