There's a well on the premises that is probably contaminated, and I would absolutely need to do whatever it took to remove any possible liability issues in the future.

What about the cross contamination in the personal belongings of the home owner.

Between mold, asbestos, contamination to the sewers, etc., he and his family were living in hazardous conditions.

Just because the neighbor says they either "think" or even "know 100% for sure" there was/is contamination means jacksh**t. 

The "good" and "bad" neighborhoods are all scattered about in no particular order and the contaminated soil in North Everett is real!  

It is difficult to anticipate the expense without having an industrial hygienist test to determine both levels (of contamination) and location.  

If first round of testing doesn't look good, they will bore into the ground to look for soil contamination.
