Based just on the facts you have stated here and common sense, you don’t have any legal obligations to reign in spirits.But of course, you might be the kind of landlord who wants to go above and beyond to ensure your tenant’s comfort and perception of safety.

But, like with the rest of society, there are outliers who cause you a bunch of problems. 

I hesitate to call the current market a bubble - there's just too much up in the air to really see what's what, and while RE is a big part of the general health and status of the economy, there are a number of other factors that determine what / when / how the correction happens.The bigger they are, the harder they fall, so unless we (collectively as a society) really have our crap together (which we don't), when we eventually do go down I think it's gonna be a doozy. 

I am new to the real estate society I've really been trying to find the right people to network with and I'm willing to pay to learn as much as I can.I have been trying to find leads through code violations but no results are there any more strategies that I need to know of?

That is a major part of the problem in our society. 

Obviously if something were to happen we could be held liable in our litigious society.

And, based on those perceptions, I would suggest you lean more to buying something essentially "ready to rent" rather needing serious work. 

The perception is the deals are not there and that is true.....sort of.

The days of putting lawyers and doctors up on pedestals should be long over but society still throws them up there.
