Usually that hand moves constantly with a solid leak,,once in awhile if its a stool refilling at intervals.But wiping off that flapper and seat once a year with mere finger and watching water level for 5 minutes with the float valve held up will spot MOST probs.

If you're merely bird dogging, then simply connect buyer and seller and and let them work out their own math.If your buyer is looking to flip the property, he'll want the seller to hold the note while he does his fix up and sell.
