It might be worth reaching out to your local city counsel rep/Mayor for help; the press the city (and unfortunately you) could potentially receive for "kicking out 20-year tenants from an illegal rental during the pandemic" might motivate the city to be less heavy-handed.

@Gabriel GarciaYou'll be hard pressed to find anything above 75% cash out and even harder pressed to find someone willing to do before 90 days of ownership.Maximum cash out will most likely be 70-75% depending on subject property's DSCR at today's rates.1-4 unit properties will always need to be based on sales comps.

Now it's pressed that rate increases hurts the elite too much so the general populous just has to suffer the ravages of inflation and shut-up and suck it down because MIDDLE CLASS DOESNT HAVE LOBBIEST.
