The result of this confusion was more time spent back tracking for clarity when had I not been in a rushed state of mind, things would have been smoother. 

Lots of good advice here and I'll piggy back on @Theo Hicks, communication is super important because I want clarity and transparency for anything I invest in.

I will provide more clarity toward the rehab details to get a better picture of what is to be done and by whom.

The "them" I referred to seemed vague when I reread my post so I edited it for clarity.

I did exactly that and it allowed me to get much more clarity on good neighborhoods and bad neighborhoods and also get an understanding of the quality of the renovation and meet various PM teams etc.

I don't have any specific questions for a zoning attorney I'm just in need of clarity on the general allowance for each zoning code.

After you get clarity on that the rest will just fall in place.Concerning your worries of the market turning in the middle of a flip, it's understood and there are ways to identify the time when a shift is coming.

As others have alluded to, your next best step is to check with your lender to get clarity on your DTI and if you could potentially carry two mortgages.
