My point is it is not our responsibility to cure the ills of society .

All these years, and not one virus has need cured.

Also, you don't list what state you're from, but in many states (like mine), unless the lease violation is pretty serious/egregious, you usually have to give the tenant the opportunity to fix (cure) the violation before you can proceed right to eviction. 

Don't let the cure be worse than the diseat

It's a sales tactic that has worked well over the decades, give people a scape goat then sell the cure and the cure is always "just give us all the power and control, don't worry we are good guys, we only want to take care of you".

It would be a poor idea for someone without training to think a gun will cure their problems.

Your analysis needs to go from the city, down to areas, down to neighborhoods, down to a property, look at the big picture.There is a reason that block went down hill, why did it happen and can you cure that or those issues.

And to boot, no, it would NOT effect some "cure" or "correction" to the affordability on housing as proposed.
