If there are multiple offers, the seller (In my case REO) notify the buyer of the existence of another offer, and even ask you to sign an acknowledgment of " a multiple offer status" They would ask you to submit your "highest and best offer" within a time frame (usually 24-48 hours) and then they take the best offer.
