I have not done a foreclosure in Maricopa county, but I haven't found a statute that mentions after the foreclosure the parcel is auctioned to highest bidder. 

So if I understand you correctly, the property manager is operating outside the Florida statutes. 

When you accept real estate licensure all your real estate activities are subject to compliance with the state statutes as put forth and interpreted by the Real Estate Board or Commission.   

All states hang with the "Statute of Frauds" all RE is by written agreement.

@Donald Lowe, if it is Jefferson County, then the 1937 statute probably saves you from it being a void tax sale.

This statute does not apply to fixed term leases.  

This case is in Florida and I've tried to research the statutes to no avail.
