Rumor has it that one landlord is refusing the applications of potential renters whose names begin with the last letters of the alphabet that are assigned to a particular case manager, because that case manager has become notorious amont landlords for approving rental rates consistently lower than those of her peers. 

And, if re-keying is fairly inexpensive and fast, then why don't more landlords re-key their locks instead of using something like Kwikset SmartKey Locks which are notoriously easy to break into?

Although West Baltimore is notorious for it's violence and crime, this particular area has a more residential feel with homeowner's who want to keep their neighborhood safe.I am also bullish on Remington and Charles Village for their proximity to Hopkins and MICA.

We have a city here called Lincoln (once the fastest growing city in the nation) that is notorious for MR, it tacks on close to $300 in some areas where the home prices average $300k.

There used to be paper mills up north, but they shut down and added a prison (Berlin) and the place has gone to par.

what are your thoughts on the fact that they are building a massive new prison as well?

Since they allowed the sale, and it was "open and notorious" in nature they have in essence already shown that it is allowable and now you would just be solidifying that through filing paperwork.Hope that helps and let me know if you need any more ideas on how to proceed.
