The Fed is just a political arm nowadays...I question whether they have any real value to our country or not..... 

All that said,  I'm speaking from observation and questions I've asked to authorities,  I've yet to have a voucher applicant even apply after I discussed qualification standards with them;   and nowadays my PM handles it all.You might want to go straight to the horses mouth and ask https://www.kcha.org/ on this, since getting it wrong may open you to a discrimination (on source of income) claim.   

The powers-that-be have decided that we need a Govt Permit to do almost anything nowadays (changing a pool motor, replacing an existing water heater, etc).

I was lucky to have sold several homes just before the 2008 downturn but even the ones I didn’t sell and held onto, continue to make me money at a much higher rate and nowadays without any mortgage.

A pretty high percentage of people investing nowadays started AFTER the meltdown in 2008 ish.
