What I think there inferring is they want access to a property for sale, but don't want to sign any agency anything AND don't want to show pre-qual or funds verification, just them saying "I can perform" and expecting listing agent to pull some detective work to sort out if legit or not.

But even if they were legit, how much could you learn by investing $35 into tax liens themselves instead of paying them?

I would focus on established markets that are still showing growth and have more than just one draw.Taking my main market of Tampa Metro as an example - There is more than just beaches, you also have MLB/NHL/NFL + Spring break and MLB Spring training, aquariums, golf, casino, new downtown development, and a lot of business travel.You want to avoid markets with just one draw, as if something happens to that draw, you will be hurting for who knows how long.

I am filling a complaint with the BBB because this is unacceptable, they arent even operating as a legit business. 

Their application doesn't ask for many details, just like when I filled out a comparable form 20+ years ago, although I was legit.
