The tenant is correct that your other tenant having footage of the back door of their unit is inappropriate and a form of harassment.

Make sure you put in appropriate conditions for occupied rentals (copies of recent rent payments to verify they are current on their rent, copies of the lease, prorated rent for when you close, transfer of the security deposit).
