It seems that this type of partnership could very well work, as long as each point is addressed and formally looked at by a professional. 

I've been sorting out 24-1098 with existing leases at my job, where it's created some difficult knots to untangle with the timing of affordable housing tenant recertifications and the offer/notice timelines.But that aside, the law just imposes more formality on lease enforcement, whether or not it comes to a forcible eviction.

If the goal is increased equity and wealth then upgrade properties judiciously and increase rents or trade up using real estate exchanges.  

If my verbal offer is entertained, then I would contact my agent to have her set up a showing and make a formal offer.Is this reasonable?

My suspicion is that the seller won't have enough bandwidth left to get another VA loan even if this is the case.Does a formal assumption reset the entitlement amount?

This will not affect me.I am able to do this because I live in Pennsylvania, in Allegheny County, where we have both a local court records system and a statewide judicial portal that gives us info on every eviction carried out in the Commonwealth.

They absolutely will be less judicious than in their own homes.  

When a situation where an investor still want to do an offer, I talk with the listing agent to understand if they are going to consider such an offer before submitting a formal one.
