I'm not only going to warn everyone about the level of absolute unprofessional behavior with this lender, Andrew, I'm going to go a step further and question if this is even a legit business. 

Hopefully the landlord then passes the fine on to the tenant and the consequences of being fined changes their behavior.  

Most PMs mental behavior is just to collect the rent and send you a bill for repair :)  Don't expect them to do anything else.

Paying for help is not for everybody especially if they enjoy the work and have exceptional behavioral regulation.  

I love Queens and I love New York but some things here are so backwards.It is WILD to look the other way from negative behavior and punish those who defend themselves and their possessions.

If you are going to post it before doing the work, make sure you add the date when it would be available to move.6) I would make sure they understand the policies and rules in the lease agreement and expectations regarding rent, maintenance, and behavior.

Indeed, logic doesn't always dictate behavior, especially when there's an opportunity for the banks to make a lot of money.

Know how I'm going to reward their behavior? 

Most tenants would correct their behavior in fear of losing their voucher.

They are acting hostile towards you.This is not normal behavior.
