Another option is to put 2-3 inches of spray foam insulation then batt under that, it will assist with stopping some of the air transfer and seal it off as well.I would also check the windows in those rooms and whcih way do they face.

Did you ever face any permitting dependencies?

It's an A-framed garage with shingles roof, gutters, windows, and a 32" exterior door (in addition to a 16' operating face door). 

What I gathered from Sumrok's students is that it works best if you're local and can be in the area (sort of in a face) a lot.In terms of Rod's program, I bought the online course awhile back.

The other unit that turned out to be one bedroom is still vacant and now needs significant repairs and I barely see any revenue because of all of the ongoing repairs that are needed (eg the kitchen tile has come apart).

Don't agree one bit with that statement and Im getting a feeling that most people in this thread are inflating the struggles I've been facing.

If you forget, you face massive fines.In a small partnership, you might be redoing this paperwork quite frequently.
