Unless rules have changed in the last 12-months, on-post housing does charge full BAH which is the fundamental reason many eligible service members elect to live off post where they can attempt to budget for things like cable and internet to be covered by their BAH.

That said, with the limited information you've given, there is still probably some meat on the bone.I can't do accurate math for you because a lot of it is very case by case, but major expenditures you should add in are vacancy, roof, HVAC, property management, and any concessions you give tenants such as free water, cable, yard maintenance, etc.

I was thinking of making rent all inclusive with rent, utilities, cable, internet, cleaning services and household common area shopping( toilet paper, soap etc).
