Is there a carrot that would motivate the HOA board? 

If you want or need a lease on this property then you need to provide her the correct carrot or stick in order to do so.

I can explain more about those if need be but you likely already know what I am talking about or can find more info on BP about it stated more clearly than I can offer :-)After I got these first deals closed, I purchased three websites from Investor Carrot (LOVE these guys; see below) and then a couple more from one of Matt Theriot's EPIC sites.

In the end investor carrot is a very good solution for building out a website for real estate website.

The more carrots you have the more traffic you will attract.

If not you can dangle that carrot to a new bank if they do the loan.

This is nothing new, just recycled Lonnie deals on houses, sell a house to some uneducated, unqualified buyer for twice what you paid for it, using owner financing as the carrot..

It's one of the carrots that employers use to keep their flock happy.I should have some catastrophic plan, I suppose... but I just don't.

Other than one 3-bdrm unit that is my bane {though I did receive two applications for it this weekend} all of our units are regularly shown while still occupied and rented before they become vacant.This spring we even had a 'student' house in which we will be renovating the basement this summer to add a second bathroom and two more bedrooms leased-up for September on spec :-) ... needless to say I've offered a nice carrot to my contractor to finish early and under/on budget ... and included a sizeable stick if they run over and I have to put-up my tenants elsewhere.
