What is also clear is that although the quality of care via the VA is considered by most to be sufficient, the beauracracy and lengthy wait times to see anyone other than a general physician is mind blowing.

Those are going to hit the high earners more than the low earners.Now, I actually think the "bracket" system is overdue for revision.
